She/He usually keeps a counter on the back of one of her/his arm as all the flight attendants use the other arm to welcome the passenger inside. With every entry, the attendant checks one on the counter and after all the passengers have boarded, the attendant transmits the count to the flight center. Having said that, not all airlines follow this practices. Sometimes, the passengers are counted after they have taken their seats. Different practices but you must admit, using Counter is clever.
